WHY THE FG DOESN’T TRUST AMAECHI’S WATER PROJECT- DO YOU TRUST AMEACHI (RIVERS STATE GOVERNOR)?

Amaechi borrowed $150m for Mega Specialist Hospital (I am still looking for that hospital). He also took $315m for Mega Monorail Project (Less that 25% of the job is complete and that is the uncompleted phase 1A - Station road to Park). Now he wants $200m loan for Rivers State water project. I begin to wonder what happens to the state monthly allocation? Do we really need that much money for these projects? What happened to foreign investors? Or is this another means to gather money for 2015. I don't see this projectecompleted before he leaves offices and I doubt his successor would continue on the project without re-awarding the contract.
